Not Certain How To Make This Work

I hope I am posting this in the correct forum. I have always been the type to "help" out stray animals. I currently have 2 cats that showed up at my door years ago (not at the same time) that I have fed and cared for. They have been spayed and are UTD on vaccines. 2 separate occasions I attempted to make them indoor cats without success. While they are happy to "hang out" for a bit, they cannot be left in the house unsupervised. They are accustomed to being able to behave like a free cat would. They have in the past caused quite a bit of damage to my home and furniture. They will also howl at the doors and windows to be let out.
Fast forward to today. I hear a cat screaming and a bunch of barking dogs. The pack of loose dogs had my cat and were attempting to kill her. This is my old girl that the vet estimates to be around 15 or so. I did manage to put myself in the midst of the "hunt" and my cat was freed. She scurried away and I found her about a half hour ago hiding in my bushes. Luckily all she lost was a bit of fur. I brought her in and she is now resting in a crate.
It is clear to me that she cannot be allowed to live outdoors, and neither can her partner in crime. I am unwilling to bring them to the shelter as they are overflowing with cats and ultimately would be put down. I cannot allow them to be loose in my home 24/7 either. Crates are too small, but they will shred an individual room (they killed the wallpaper in my laundry room when I was at work).
I feel responsible for them and honestly sometimes regret feeding them as strays. It may have done them more harm than good now that they are dependent on a human for resources.
I need a viable way to keep them safe AND provide them with the mental stimulation/exercise they are used to. Suggestions?

Do you have the space or the means to build an outdoor enclosure for them in your yard?

My first thought too ..it doesn't need to be huge ..just with shade and a bit of grass to chew on ..and a hammock or two.Maybe with access to the laundry in case the weather turns nasty??
